Many of the circumstances surrounding the Emperor are indeed mysterious, so I would say that that much isn't common knowledge. However, the widely accepted explanation for Lycia's transformation is the result of suspicion and paranoia about the two most formidable neighboring nations. The scholars have deduced this much.

This maybe a start of RPs series which I didn't think much ahead yet, probably with some witch rescue/church raid/dragon fight later, just want to keep checked if it doesn't go well with the whole RP.
If that’s what you want to do, then by all means, go for it. Just be aware of a couple of things:
1) There are no dragons on Elibe, save for Arcadia, which is not part of our World Map. So a dragon fight would be a no-no.
2) Keep in mind that if your plan is to launch an attack from Bern, and ultimately retreat back into Bern, it could have catastrophic repercussions. Namely, it would give Lycia a reason to declare war on Bern. And this is something the king DEFINITELY wants to avoid. I’m not going to say no, but I do recommend that you carefully weigh all of the possible outcomes. If they lose Bern as a safe haven, Etrurians are screwed.
