Level 1 C/Level 2 B-ranks have, indeed, already happened. Lack of weapon rank increasing items would theoretically not really stop people from doing that :v
You can easily get B ranks on a lvl 1 by TBing if you want to. There would obviously be restrictions for when an item that increases weapon level would be able to be used. Every 5 levels or something like that, if something like that would be possible.
If we can't get such an item, or even if we can, why not make it possible for players to buy higher level units similar to the rentals we get in tournaments. Is there really a reason we need to grind every unit from lvl 1 in a game that has almost no battles going on? Which means we either noobslay across a period of months or TB them to the levels they become useful at?
