The best way for Orica to get a look on the current effects of the Empire's rule on Lycia was to go out and see it with her own. Tania, however, had managed to put it self in a rather good situation to protect itself from sudden attack in the time since the invasion of Bern, so to get a better look on the nation at large took a bit more footwork.
